What if the story evolved after retirees saw what a raw deal they had from a lifetime of service and what a picayune pittance their pensions were. The saucer and alien furor drummed up by ufologists amounted to unintentional veteran aid. So why not cash in what they could?
As far as I know the first person to introduce the word "saucer" was either Haut or Ramey. Neither eye witness looking at and handling the debris, initially, saw a saucer shape.
The intimation of some alien debris exists in Bigelow's "unobtanium" and a form of plastic used for an expansible crew capsule for NASA. I don't know how mysterious either are as yet.
And "Art's Parts" are presumably very advanced layered metals that haven't been figured out as to how it could be made.
