That circular light is what i saw but lots of them all around my grapefruit tree. Except color was like our flash light and different sizes. In bible talks about. God blessing the tree. Not picking the fruit. On tree until 5 year's. When it starts producing fruit and he will bless it.

1st it is videoed from the side, then they change the angle to show as the ring widens & the circle gets wider. Other than that, it merely a smoke ring, nothing else about that image. Boring & stupid.

It's probably just the smoke from a blown transformer that is reflecting light from some source. If you've ever been lucky enough to see the awesome ring of smoke that rises into the sky after some blown transformers you'll see what it is. Someone closer could've shown a lazer on it to follow it as it rose into the sky.
Looks like a discharge of plasma from large amount of concentrated energy from something. A beam perhaps?.
