That looks more like an old Trommell wash site, that chain may be part of a conveyer for the washed material. the pipe with the slots cut in it supply water inside the trommel.

I know young people have less life experience, but that split in the galvanized pipe is where it froze while charged and it split when it thawed.

Most fork kifts use gravity to to lower the mast. So, there might be a small diameter shaft going straight down. Use a weught, steel cable, cable sheaves attached to the forks and the mast can lower with the control lever
