Melina returns to you after you defeat the main boss in Leyndell (THE CITY) Cowboy will meet her again in Episode 58 after you meet her again return to the minor erdtree Chruch rest at grace site and you will be able to talk to her hope this helps

What if I didn’t get the NPC Melina talk and Outer Order Emote ?
For those that don't know the white Beetles that drop ashes of war actually teleport so they aren't disappearing I discovered this on my own at one point A lot of the Beatles have gimmicks like some rollaway some explode but the white ones teleport a few feet away That's why you noticed when he reloaded that you were still hearing the beetle
