How you are describing the two separate plates to create the effect. It works in a similar way as the way you would create hydrogen out of water in a storage tank with plates submerged in the water when you run electricity through them in the water. Causing it to create the hydrogen gas .
Take this into consideration the world's largest resources is water. And it is used to create power in many ways. And yet the governments do not want average people creating hydrogen as a source of fuel. That could run a car. With modifications to the carburetor as in using one that is set for propane fuel would work perfect on the car engine. Which in turn is a cleaner fuel so it creates less pollution. And it is steam out exhaust instead of the much stronger harsh fumes from gasoline.
