You will see the same structures captured by the Chang'e Chinese Satellite – the lights are on in the picture – thousands of them on and inside the buildings, on poles, rimming crater edges but are they still on? I hope so.

He's referring to the Outback region of Australia, which is very large but sparsely populated, and where many Aboriginals have not been displaced (but I guess you know that). It would be a great location for covert activity because of this, and some people say it is. He did word it funny, but I'm pretty sure he's referring specifically to the Outback.
