Ok, I'm also just another beginner. But what helped me (going from trying hard to get at least something to: i can get an ok looking result in 1-2 hours) immensely was finding some rules for myself. And he talked a bit about this in this video. I can confirm, the is the best thing you can do. Set some rules like "for each color only one lighter shade and two darker shades" or "the light comes here" and "shiny textures get an additional brighter shade".
How to get to those rules? Experimenting a lot, looking at other peoples work. Just look pixelart you like, from one artist. Look at how they do things. Try to figure out which rules they follow and so on. And once you get better it's time to add your own touch.
But… this is how it works for almost everything you can learn on your own (which is basically everything :P)
It's actually fine to create lineart instead of silhouetting, then filling in the base color then shading, it's just a preference

I used to do hand drawn illustrations (digital) and one day, I was like “well, how hard to create pixel art, really could be?” and boy oh! Boy, it's not as easy as it looks like. After many failed attempts, I quit and move on. It was just as recently that I started to learn how to do properly do it, and I'm loving it. 😄

it's always amazing to me as a new pixel artist how a couple lines of color can completely change how good something looks
