For these kind of topics please watch Digital Foundry. The Game is fine on PC if you know what you are doing. I am playing with the optimized Settings from DF with a 6900 xt on 4k with fsr set to 50% and it runs very smooth between 60-75 fps (on a vrr display). I think I have a pretty beefy GPU but even on Mid-Class GPU's it should perform decently on 1440p or 1080p
Unfortunately the PS5 version hat weird problems that doesn't need to be this way. Quality mode is a weird uncapped 33-37 fps. Balance Mode is 45 FPS. And the Performance Mode is actually 30 fps but boosted to 60 fps with Frame Generation so you still have the input delay of 30 fps. Because of the weird frame rate caps the Game unfortunately has weird frame pacing issues and it doesn't feel like a good 30 or 60 fps. I hope this helps a bit
