I’ve been working on a sci fi universe (video games and stuff) that actually uses this 2:16. Humans are the dominant race in a biodiversity galaxy because of how quickly they got things done.

Well, red dwarfs, while very common, may not create the best environment for life to develop. Yes they live hundreds, thousands of billions of years, but they they regularly emit powerful UV and X-ray flares and eject pieces of their hot (~1,000,000 degrees) coronal plasma (the equivalent of Sun's "Coronal Mass Ejection"). This activity slowly wanes with time (although UV flares have been detected in ~10 billion years old red dwarfs), but it is enough to sterilize planets around them and, even worse, make them lose their atmospheres. The James Webb Space Telescope has proven that at least some Earth-mass planets of red dwarfs often do not retain at atmosphere.
Better candidates are perhaps slightly more luminous stars, for example K-type dwarfs. They still live decades of billions of years and produce less (not zero though) harmful emissions.

Given the long time scales of the universe and vast distances to cross between stars, any contact between civilizations would likely include a huge disparity in technological advancement. We must also consider motivation. Traversing the stars en masse will be a very expensive and dangerous endeavor. To justify it, the travelers would have a very strong want for…something. We have no way of knowing what the specific desires behind an alien intelligence might be. But any less advanced civilization in the way would probably be conquered, dispossessed, exterminated, enslaved, assimilated, commodified etc. by the more advanced civilization. I think Avatar got it right with space age humans meeting stone age Na'Vi. First contact may be made by well-meaning scientists but then be followed by greedy corporations and mercenary conquistadors.

Humans have a problem, one involving us going around chinning people all the time. Chin, chin, chin; that's literally all we do. Other than doing the lurve thang and watching Coronation Street. Basically we're a race of chinners.
the cheat that we got was developing the cientific method, in several other cultures it seem life just went on, with little change, China and India with their thousands years of history are a good example

Someday, if we really are one of the earliest species, in the future in a couple billiob years, we might be able to find sentient life that is at that time at the stage we are now, and we can teach them about the galaxy and our Solar System, and about spaceflight, or we could share a star system where we have a colonymwith them for peaceful alliance,.
