About the percentage the goverment wasnt able to identify, im suggesting a possibility I sometimes find on YouTube, but not often: could it be we found a new kind of earthly life form we didnt knew about before? Like an high arial life form? Just like our deep oceans, I consider it possible that there are still life forms we dont know about. Why not high up in our skies? Maybe the 2004 evidence was just us from the future trying to form firm conclusions about UFOs, since this was the origin of this story with a good 4 eyed evidence.
