How about following the drones.
These could be from anyone, people monitoring the military or police or politicians or any gathering for China or Iran or Russia. The fact that nobody has been caught is very worrying, it means that there are people out there that are undetected by security forces, whose to say these drones will not eventually be used to kill. Or gather very sensitive data for enemies of the country. The country spends almost a trillion dollars every year on the military, and they do not have a detection system that can find where these drones are operated from or where they are launched from. Where is this money being spent, as everyone knows drones are the biggest threat right now to any country and we have known that for years now.

These aren't the ones we need to worry about. It's the pods sent from a mothership in space.
20,000 feet is 4 miles high. The average hobby drone will not fly that high.
Why don't the pilots follow the drones and see where they go? If the drones don't return to their base eventually the drones will run out of power and crash. Then a military team can recover the wreckage and analyze the pieces.

There would be tons of people who would love a job sitting at a gaming console flying a robot wars drone built on a pentagon budget to hunt down other drones. Generation 1 could start out with titanium talons (and a beak might be nice). As spies and criminals modify their drones the next generation of kill bots get chain saws, blow torches or whatever else seems appropriate.
Of course no one knew anything like this would happen. I don’t understand, cause I’m not smart enough to figure this out. I’m just an American.
