Since there's "time-travel" it sort of fits the role of Kent (Midwife "leader"). He "prepares" families for Toby, wouldn't that include getting Hunter ready?
Hunter was adopted and knows no one, it'd be weird if a grown adult got close to Hunter (ergo, Kent can't get close), but another "child" could.
