It would be very helpful if some video of the actual tail action could be shown, to illustrate what it looks like in real life. That said, my cat will often vibrate the base of her tail (just the base) when she comes into the room where I am. I've heard that it's a "happy to see you" greeting. She always does it for me (I'm her chosen human), but only occasionally for my husband.

We've had a few confident cats where as they walk they hold their tails straight up and just the tip of it sort of vibrates from side to side as they walk. It always reminds me of a kid that really wants to be called on raising their hand in school and waving it about. One of them we named Gilderoy and boy was that name well chosen. His walk clearly says "can you all see me?"
Mine do that when they’re cuddling sometimes, but I think it’s partly to make sure the other cat isn’t coming from behind them.
My female cat Badger- she's 14 but I've had her about a year- thrashes her tail wildly when she's sitting on my lap and purring. She jumps up on me- so she's chosen to be there and I can't imagine she's angry- and it's the only time and place I've seen her do this. Cats, the eternal mystery.
I've tried to teach my husband to be aware of "the tail" of our one feisty cat but he doesn't seem to care enough to pay it any attention. He often finds himself on the receiving end of a playful scratch or bite. Of course, he blames the cat but then I remind him of how many times I've told him to watch the tail.

I have seen that movie many times.
My cat likes to whip his tail. He will be laying there relaxed and will start whipping his tail really hard. He will sometimes be laying on his blanket on my desk next to my mouse and keyboard and will have his butt facing me and whip his tail hard across my mouse and keyboard. I think he does it just to hear my get frustrated because he will look at me afterwards with glee in his eyes and is usually purring. lol
