For anyone confused on why Teba isn't there:
Talk to the chief first, then go to the place right next to his and talk to Teba's wife. You have to do this or else you won't get a memory of Revali and if you go straight to the flight range, Teba won't be there
Except teba's wife's directions are a little misleading. There are 3 ways to jump off revali's landing, and she said to go straight from there so I headed to where the stable is and was very confused. I ended up talking to their kid and he pointed in the direction of the flight range. At this time I didn't have the part of the map to check where it might be

Damn, been there about 15 times.. Teba wasn’t there… it sucks…
So… i activated the quest where Teba and his son are at the flight range, but no quest for shrine was triggered. Am i missing something?

I went to the top and then I got to the flight range
Jesus.. I didnt talk to the wife, found out he was at the flight range through the guards, went there, shot all the targets and was so confused as to why he wasnt there

Fix:
After speaking to the chief you'll notice a pink Rito in the hut immediately next to the chief's. That's Teba's wife and she'll tell you to find him at the flight range. He's just sitting there upon arrival so you can't miss him with a little cut-scene before the game advances
