TLDR for reeling it in based off other comments and what worked for me: pull in opposite direction it’s swimming, let go then immediately yank hard when it jumps, and try not to get greedy. Those all combined landed me a 19lb one but really just good luck

Wanted to drop a comment here, but you don't actually need to get the largest fish to get the Golden Scale. You just need to get a fish that is 15+ pounds, and there's a 16lb fish relatively close to the shore among the three large, wooden rods where the small waterfall stream feeds into the pond. There are two large fish here: a 12lber on the left and the 16lber on the right. The 12lber will only net you 20 rupees, so go for the 16lber. I found it was easier to let the 12lber hook first, stop engaging, and let it swim off so I could focus on the 16lber (do the same with any other nearby small fish who hook-on, as well).
What I did to catch this fish was to stand on ground a couple of feet away from the water's edge because I found it more difficult to try and catch in the water because in the water the fish can still fight and swim, but on the shore, it's less of a struggle since it's flopping. The easiest way I found to hook the fish onto the lure is to cast the line and then consistently press B to wiggle the lure without reeling or jostling the circlepad/joystick.
Once the fish was hooked, I held down on A & R to reel it in and at first I was trying to follow the fish's motion with the joystick, but this was just making it harder, so I gave-up on that and just constantly pressed DOWN on the circlepad and after about a minute or so, it finally got into shallow water, flopped its way onto the shore, and then I held the circlepad to the left to drag it closer to me before I finally caught it. Also, occasionally, the fish would jump/breach the water, and at those times, I stopped reeling to prevent the fish from breaking the line.

When Miiverse was up and running I think I saw someone post them getting a 26 pounder and they said it was the highest you could get as an adult. Is this true? I’m seeing people posting otherwise but I think it would be logical for best fish as a child for 13 pounds and the Loaches weighing 15 and 30 pounds for child and adult respectively but I believe a 32 pound loach and I can’t imagine regular fish in the 30s of weight. If it were me because the Loaches are not recorded I would just get one each both for child and adult and leave it at that to say I did it. Then I would try to get as high as I could. By the way I got the 13 pounder and Loach as a kid for the Wii U version but I have to do it over again because my save data got deleted. I think I got the Loach as an adult with the regular lure on N64 and Wii though and on Christmas with my friend watching me and pressuring me to do it lol

Took me 11 attempts to get the golden scale due to as soon as the the fish was ready to grab, it let go of the line. And having to leave and reenter the fishing pond to reset the fish's location. Man was it frustrating. Felt like Saitama (One Punch Man, when King kept beating him in games) but finally caught the SoB. Weighed 20 lbs. Working on the Hylian Loach just for fun now
