It's a movie so the only consideration to game mechanics is players wanting to do what they see in the movie and the VAST majority of players are playing 5E now. So that is why we have for the basis for the discussion. If you are approaching this from any other nebulous angle then I don't understand why you are wasting your precious time about it.
I was allowed to have a juvenile owlbear for my beastmaster character with just average brown bear stats. The owlbear part is mostly just for flavour 😂
Dude, if you're playing druid and wanna break the game, there are plenty of ways to do it without turning into an owlbear. Movie writers homebrewing an owlbear druid seems pretty tame to me.
In 2e is says a druid can shapeshift into a normal (real world) animal. Owlbears could be considered a 'normal' animal in a fantasy world. Just saying. I have no idea about 5e. Still an old school player here.

Unpopular opinion, the second D&D film was way better than the first one.
First, I don't know if the characters have canon levels, but, a lvl 17 character can cast true polymorph if they have the spell, so if the druid is lvl 19 (17 in warlock, wizard, or bard) and 2 in druid, wildshape into a horse, true polymorph into an owlbear (for some reason).
Or they might have a lvl 17 friend (like a bard), true polymorph into an owlbear (which could be a low level druid, high level caster).
Anyways, mechanically, it COULD make sense RAW.
Second, rule zero, DM's say what goes, "the DM interprets the rules and decides when to abide by them, and when to change them". The owl bear is technically 2 beasts conjoined by magic, very easy for a DM to say it's a beast
Thirdly, It's just fun!

Possibility 1: reskin an animal.
Possibility 2: Disguise Self or similar to change the bear’s face.
Possibility 3: the movie will come out with a new sourcebook, with Circle of Monsters. It’ll be pseudo-Moon, using lower CR for Beasts and Monstrocities, and a smaller list of fear-inducing spells.
I have the CORRECT response if we're going by the spell list: SHAPECHANGE is on the druid spell list. Sure it's a level 9 spell, but it's still a possibility. =]

100% agree, the directors only casted the spells '"homebrew" and "flavor" a few times.
As a DM, it irks me, but as a movie fan (who was disappointed with the previous attempts to make D&D films) IDGAF.

She's not a druid at all: she casts a teleportation spell at another point, which is distinctly not druidy.
The movie was made with consulting the dnd team. A location in rime of the frostmaiden was created to be in the movie. Also I can't remember where I saw it. But it was said that they have created some new sub classes for the characters in the movie. So probably around when the movie comes out we will have a new book with druids that can owlbear in some way. And maybe some other new things.
Or the DM can say, “no. Because I’m the dm.” Besides, I consider OP not to be bigger numbers because I control the target number for rolls. Over powered is interrupting or not allowing another player participate in the game.
I’m less concerned with the owlbear and more offended at the cleanliness of the dungeon.

Reskinning feels like it is potentially a really underutilized and unknown tool for D&D customization and flavor.
Man dnd players aren't what they used to be. Back in my day the druid would shapeshift into an owlbear that monkey gripped a fullblade made for a large character while also using an artifact that gives flight and wearing that armour that works while shape shifted
Oh and gods help you if the little sht had time to buff and the wizard and/or cleric were helping.
