The International Criminal Court (ICC) investigates and tries individuals charged with “the gravest crimes of concern to the international community” including genocide, war crimes, crimes against humanity, and the crime of aggression.
While the court has mostly prosecuted military leaders and warlords, it has also pursued charges against sitting and former heads of government.
This graphic shows current and former heads of government who have been indicted in the ICC.

Duterte Becomes Latest Leader Indicted by ICC
Former Philippines President Rodrigo Duterte recently joined the notorious group of world leaders indicted by the ICC.

*The ICC has requested an arrest warrant for Min Aung Hlaing, which is still pending as of March 27, 2025.
Arrested on March 11, 2025, Duterte was charged with the crime against humanity of murder for his alleged role in the Davao Death Squad and extrajudicial killings in the Philippines between 2011 and 2019.
The squad, a vigilante group in Davao City, is accused of executing street children, petty crime suspects, and drug dealers.
Former Sudanese President Omar al-Bashir was the first world leader to be indicted by the ICC, charged with crimes against humanity, war crimes, and genocide related to conflict in Darfur in 2009.
In January 2025, the ICC reiterated its demand for Sudan to hand over al-Bashir and his associates, calling on Sudanese authorities to reveal their whereabouts and ensure their extradition.
Laurent Gbagbo, former president of Côte d’Ivoire was the first world leader to be held in ICC custody. He was acquitted of his charges in 2019.
Putin, Netanyahu’s Warrants Still Active
Other notable world leaders who have also been indicted by the ICC include Russia’s Vladimir Putin and Israel’s Benjamin Netanyahu. Both Putin and Netanyahu’s arrest warrants are still active, as of March 2025.
The 124 states that are parties to the Rome Statute, which established the ICC, are legally obligated to arrest and surrender individuals sought by the ICC if they are present on their territory.
Netanyahu’s ICC arrest warrant was divisive among ICC member states, with countries like Canada and Ireland stating they would detain him if he entered their territories while others like Hungary pledged not to.
The United States, which is not a member of the ICC, denounced Netanyahu’s warrant.
U.S. President Donald Trump recently announced sanctions against the ICC, which he accuses of “illegitimate and baseless actions targeting America and our close ally Israel.”
