I LOVED Odyssey and Valhalla
Imagine if AC Shadows had two Japanese MC with gameplay like Origins, Odyssey, or Valhalla. It would have sold tons of copies. People have been asking for AC Japan for years and two decades. Nobody wants to play as an African in a 1500s Japan. The same way nobody wants to play a 30AD Egypt game as a Japanese MC.
I’d rather them delay the game then release it as a broken failure.

I have to fall on the side of, “cynical,” out of those two choices.
The problem with official statements by, “games publishers,” is that they are all compulsive liars and coverup artists. They might as well be saying, “whibble, whooh, wah, whoop, whibble,” for all the meaning we can take from any utterance they offer us.
And there is that observation that went viral, in which one commenter observed that an unreleased game keeps the market value of Ubisoft high, while they are still looking for buyers who are dumb enough to shell out billions AND let the Guillemot’s continue to run the company into the ground. Once it’s released, there’s nothing promising in the pipeline that makes the company look like a viable investment.
And if it flops, they may well be facing bankruptcy and the receivers? Especially since Tencent have decided they would like to own Ubisoft but NOT with the Guillemot brothers in charge any longer and the Guillemot’s said, “non,” to that.
I honestly think it’s a strategic business move, rather than any substantive alteration to the game, even though they will be applying spit and polish while their bosses flit around Wall Street.
