I did rescue for these dogs. I disagree.
I'll approach ANY dog, even some dogs snarling at me, but I always go for the chest, because then they don't feel insecure, because it's super easy to bite me in that position. No head, no back, nothing like that until they know me.
Show a dog trust first, and you're generally trusted.
Also, I don't think you should wind your dog up about unfamiliar people. But your dog, your liability. My approach with any dog I fostered was "everybody is a friend" and "you ought to trust everybody that wants to meet you", and then I'd make DAMNED CERTAIN they could be trusted. Of course, I'm trying to make the dog adoptable, and friendly. Many dogs end up in rescue, because of a crappy owner so they sometimes have issues.
