China Leads in Robotaxi Coverage

China is the clear front‑runner based on this data, with eight companies operating across 16 cities.

One of its leading companies is Apollo, Baidu’s autonomous driving initiative, which runs in 10 cities including Beijing, Shanghai, and Chengdu. The company’s name was inspired by NASA’s Apollo moon-landing program, and is intended to be an open-source autonomous driving platform.

On July 15, 2025, Baidu announced that Apollo would be partnering with Uber to deploy thousands of self-driving taxis in Asia and the Middle East.

Waymo is the Leading U.S. Robotaxi Service

In the U.S., Waymo is active in Phoenix, San Francisco, Los Angeles, Austin, and Atlanta. Originally launched as the Google Self-Driving Car Project in 2009, it was spun off as Waymo in 2016.

Waymo is considered the frontrunner in America’s robotaxi space, with roughly 1,500 vehicles operating across the aforementioned cities. The company announced at the start of 2025 that it would be expanding to San Diego, Las Vegas, Miami, and Tokyo (its first international expansion).

Like many of its rivals, Waymo’s self-driving cars utilize a combination of lidar, radar, and cameras to perceive their surroundings.

Tesla is an outlier in this regard, opting to rely on cameras for its self-driving tech. While Musk has been critical of lidar sensors in the past, his company was recently revealed as a major customer of Luminar, a maker of lidar sensors.
