What people don't know is 2 years of the entire game development process is all legal ownership processing. no matter what company.
While their are teams for that in studios. Smaller studios use 3rd party companies to do the legal character likeness and tradmarking. Which takes a long long time before developers can progress the game. I know. I worked at some indie studios whom needed concpet sketch artists
Not sure if "bad looking" is right thing to say considering the fact that we dont know splashed's workflow pipeline. I think that visual artists waited for further gameplay development in order to polish their field. Also, keep in mind the enormous amout of shit that happening in each frame of average looter shooter playthrough. In terms of performance as well as user expierience IMO they made right decision with going in less saturated artstyle direction.

I think splash damage ran hasbro’s pockets.
