I found a royal Claymore by complete accident you can find it near Tabantha tower near three black moblins and there is some weapons that are impaled in the ground and one of them is the royal Claymore. I hope this helped guys.

I died the helm yellow and the rest black but I might go for purple.
I did a little research and you can find a Royal Shield in the Gerudo Highlands, just North of the Kuh Takkar Shrine (Melting Ice Hazard trial) however, the chest you find it in, does not respawn and half buried under a pretty strong Lynel. Unless you're prepared to fight such a thing, it's a risky in and out job.
Also, if you're looking for a Royal Shield with your Sheikah Sensor+, you're going to end up with disappointment as the sensor most likely picks up creatures that would probably spawn with one, the later you progress in the game, as the two times I picked up the shield in normal gameplay, I only got a Knight and Soldier shield.
~ Edit: I've had a look at the Military training ground, and found a shield a short distance to the West of the Woodland tower. However, it's pretty hidden and may require looking for it, via Stasis or Magnesis. But once you find it, you can easily pin it as it respawns. But I'm unsure if it's every Blood Moon. There is also a broadsword nearby as a bonus.

Instead of going to Gannon for the royal shield you can just go to the coliseum ruins

This is something Beardbear said, but all the weapons showcased in this video can be obtained right at the start of the game, and respawn every Blood Moon.
Sure, Royal Shields spawn in the Colosseum, but only when you've beaten 3 or 4 Divine Beasts.
Sure, you can find Royal Weapons in chests and stuff, but those don't respawn.
